对我国宪法解释程序中几个问题的探讨

宪法解释是宪法实施中一个重要的手段。虽然学者们对宪法解释也做了很多的研究,但大多集中在对宪法解释的实体内容上的探讨,对宪法解释的程序问题则涉及较少。为了能更好地发挥宪法解释的作用,使我国的宪法解释在实体和程序两个方面都得到完善,针对我国宪法解释程序中存在的提案主体问题、表决程序问题以及宪法解释案的形式和公布问题做了进一步探究,并提出增加社会组织为提案主体,确立绝对多数的表决原则及明确宪法解释案的形式等相关的解决对策。
