通过对“漓江徒步游”事件和三圣乡农家乐民居改造的对比分析,讨论了政府在旅游行政管理当中如何扮演好“运动员”、“裁判员”和“调解员”三种角色的问题。

Based on comparison and analysis of the event of ＂self- tour in Lijiang River＂ and the residences transformation of happy farmers＇ houses in Sansheng Town, this article discusses how the goverment plays three roles：＂ the athlete＂,＂the referee＂ and ＂the regulator＂ in its tourism administration affairs.
