从国民经济发展对电力需求出发,提出了动力设备制造业的发展战略,依托国情制定具体发展目标:开发清洁煤发电技术;开发可再生能源;积极推进核电自主化;开发长距离输电设备。并强调要以科学发展观指导动力设备制造业的发展。
