技术创新能力,是指企业在具备通常生产经营条件(即满足生产力三要索)的同时,还应拥有从事技术创新活动或能够完成技术创新任务的内在根本条件。中小企业技术创新能力按过程可分解为创新要素投入能力、研究开发能力、创新生产能力、新产品营销能力和创新管理能力五个方面内容。为了提高中小企业技术创新能力,除了需要中小企业自身做出不懈的努力外,还需政府给予必要的扶持。诸如,协助中小企业建立内部研究开发机构、引导中小企业自觉运用合作创新模式等。

The ability of the technological creation for the medium - and - small enterprises can be divided into the following： the ability of creation factors, the ability of research exploitation, the ability of creative production, the ability of selling new products and the ability of creative administration. In order to promote the creative ability of the medium - and - small enterprises, the supports from the government, should be given by the government besides the efforts from themselves, such as the inner research development institutes should be built up, cooperative creative models should be operated and soon.
