税费改革后水利工程面临的问题及对策

On Problems Facing Hydraulic Project after Reform of Tax and Fee and Its Countermeasures

农村税费改革取消了“两工,”而国家水利投资不到位,加之农村乡村干部对“一事一议”不能合理实行,致使水利工程缺乏正常建管和维修,建筑物工程老化失修,资金短缺,效益减退,直接影响水利工程安全和效益发挥。文中结合灌区实际提出了几种对策。

This paper narrates the problems facing Fenhe Sanba Irrigation District after the reform of tax and fee and puts forward some countermeasures according to the practical situation.
