This paper presents a new locally implicit finite element method with the emphasis on trying to incorporate some advantages of TVD scheme and the finite volume method, and then uses the method to solve N-S equations. Predicted aesults show that the method is of absolutely steady and fast connvergence property, and able to predict well the complicated viscous flow in turbomachinery.
