Transforming professional qualification certificate according to higher vocational education is the prerequisite of establishing socialized system for professional qualification certificate. The objective measures include： detaching government from the institute for professional skills identifying; classifying responsibilities; implementing the third party attestation system, integrating identifying of professional skills into the category of national examination system; managing according to law; government providing free service; making workers take professional qualification certificate as demand and prerequisite before employment.
