Reflections on Right of Utterance of PPCC

非官非民、亦官亦民的人民政协凭借什么履行职能?文章围绕这个问题,旨在以跨学科的方法,探讨人民政协长期倚助使用却一直未被提及重视的话语权问题。在界定话语权概念的基础上,从表现方式、主要特征、使用方向、使用意义等四个方面分析了人民政协话语权的特殊性,并提出了人民政协如何运用好话语权的对策建议。从理论上对人民政协话语权的界定和思考,有助于拓宽人民政协理论研究的视域,有助于人民政协提高履行职能的能力和水平。

Centering on the issue how People Political Consultative Conference can fulfill its duties, this paper probes into the longtime unattended right of utterance of PPCC by means of cross-disciplinary methods. The paper first defines the concept of the Right of Utterance and then analyses the unique features of PPCC＇ s Right of Utterance from four aspects ： ways of expression, main traits, orientation of use, and significance of use, and proposes some countermeasures on how the PPCC uses the utterance right. The paper concludes that to define the PPCC＇ s right of utterance and to reflect on it will help broaden the theoretical vision in research in the field and hence raise the PPCC＇ s capability of fulfilling the duties.
