关于建立和完善我国汽车排放法规若干问题的探讨和建议

Study on Establishment and Improvement of Emission Regulations for Motor Vehicles in China

根据作者在国内外从事汽车排放研究工作的体会,论述了我国建立汽车排放法规的重要性和紧迫性;阐明了对汽车排放标准和法规及其制订和完善过程的意见;介绍了发达国家该法规的基本情况。在此基础上,为尽快制定和完善我国汽车排放法规提出了若干具体建议。

The importance and urgency of establishing the emission regulations for motor vehicles in China are expounded on the basis of authors' experience, both at home and abroad. Essential understandings , formulations and improvements of the emission regulations and standards are presented. After introducing and discussing the main emission regulations of developed countries, this paper puts forward some specific proposals in order to facilitate the establishment of China' s own motor vehicle emission regulations.
