本文从2005年度辽宁省政法系统优秀理论成果大奖赛的特定角度, 透视了科学发展观和构建和谐社会两大时代主题给全省法制理论学习,法治学术研究带来的喜人形式,阐述了以人为本,执法为民创新理念在加快辽宁老工业基地振兴中的推动作用; 提出了政法工作必须从革命的思维转向建设的思维,必须尽快转入进科学发展轨道的新要求。

xThe article saw the pleased situation in the study of legal system and the research on law brought bythe two themes of the scientific developing view and constructing the harmonious society, expounded the promoting effect of the innovating theories of based on the people and executing the law for the people in quickening the rising of the old industrial base of Liaoning; and it put forward that the political and legal task must turn the revolutionary thought into the constructing thought and turn into the new demand of the scientific development.
