Setting up Estate Management Fund to Realize Maximum Efficiency of House-Using in University

近年来高等学校学生数的迅速增长，造成高校用房的紧张。文章从制度创新的角度探讨设市房管基金，实现动态调节，达到用房效率最大化的目的。

The rapid growth of students which cause the intension of the house- using of the university in recent years. This paper realizes regulating dynamically through setting up estate management fund in terms of system innovation, in order to achieve maximization of the efficiency of house- using.
