Based on the development of HSE management system and the success experience obtained by the international petroleum enterprises in the process of carrying out HSE management system and other aspects, this article elaborates the necessity of implementing HSE management system in the petroleum enterprises in China and the present disparities. And it also initially discusses the importance of reducing the accidents frequency, realizing the harmonious development integrated of economic benefit, social benefit and environment benefit, and enhancing the competitive ability in international oil market, which are all improved by bring HSE management system into effect adequately.
