Ideal Gathering Place of Surplus Agricultural Labors Transition in China: Small Towns

分析了我国现行农业富余劳动力的几个主要转移渠道(包括向大中城市转移和向农村第二、三产业转移等)的有限性,根据我国城镇化滞后造成了大量的农业富余劳动力滞留在农村的实际,指出建设和发展小城镇是我国农业富余劳动力转移的关键突破口和理想集聚地。对小城镇建设中需要解决的一些重要问题,诸如小城镇的模式选择、资金的筹集渠道、经营小城镇和政府援助机制等,进行了有针对性的分析,提出了解决对策。

The limitation of some present ways to transfer surplus agricultural labors is analyzed. According to the present situation that quantities of surplus agricultural labors＇ detention in rural area, points out that the construction and development of small towns is a critical leap of surplus agricultural labors transition in China. Puts forward some advices to solve problems in the constructions of small towns, such as the form of small towns, the channel to raising fund, the management of small towns and government assistance.
