新安全观视野下的中阿安全合作

Sino-Arabic Security Cooperation under the New Security Conception

新安全观包括政治、经济、军事、文化、信息及生态安全等多种内涵,主张尊重对方的利益,在实现自身利益的同时,为对方安全创造条件,实现共同安全,最终达到“双赢”和“多赢”的目的。中国政府所倡导的以“互信、互利、平等、协作”为核心的和平外交新理念,不仅适用于应对传统安全威胁,也适用于应对非传统安全威胁。依照新安全观积极开展中阿安全合作符合双方利益,也有利于维护世界和平。中阿关系是一种经过时间考验的、真诚的、彼此信赖的关系,这是中阿合作的历史财富,也是继续合作的坚实基础。

The new security concept includes the variety of political, economic, military, cultural, information and ecological security. It advocates the mutual respect of the security interests of the others, the realization of mutual security on the condition that realizing the self security interests while creating the conditions for the security of the others, and the pursuit of ＂win-win＂ and ＂multi-win＂. China＇s new concept of peace diplomacy which is focused on ＂mutual trust, reciprocity, equality and coordination＂ and the construction of ＂harmonious world＂ is suitable in dealing with non-traditional security threats as well as dealing with traditional security threats. The Sino-Arabic security cooperation in accordance with the new security concept benefits the maintenance of the world peace. The Sino-Arabic relationship has gone through long-term test, featuring sincerity and mutual trusts. It is the historical accumulation of Sino-Arabic cooperation as well as the basis for continuous and deep cooperation in the future.
