珠三角利用外资面临的挑战及应对理念

改革开放20多年来,珠江三角洲充分利用其地缘优势,成为全国实际利用外资最多的地区。近几年,外商直接投资出现了明显的从珠三角向长三角转移的趋势。珠三角利用外资面临双重压力:一方面,长三角崛起与珠三角构成竞争态势;另一方面,珠三角自身“民工荒”和劳工成本上升、产业结构调整的压力日趋严峻。珠三角唯有鼓励自主创新,积极发展高科技产业,提高劳动力素质,促进产业结构升级,才能应对这些挑战。

During the period of over 20 years after opening, the Pearl River Delta has become the destination with the most FDI in China, largely due to its geographical advantage. However, FDI has gradually shifted to the Changjiang River Delta in recent years. The Pearl River Delta is facing great pressure in drawing FDI. On one hand, the Changjiang River Delta has grown up and become a competitor to the Pearl River Delta. On the other hand, the Pearl River Delta is experiencing the shortage of labor, the increase of labor cost and the need for upgrading its industry structure. To enhance its competitive advantages in attracting FDI,the Pearl River Delta should encourage independent innovation and the development of high - tech industry,improve the diathesis of labor force and restructure its industry system.
