社区联合参与式保护:一种新型集体林共管模式

Community united protection project——A kind of new community forest management mode

结合世界自然基金会(WWF)在陕西开展的秦岭大熊猫保护与社区发展共进项目,以长青保护区社区联合参与式保护与反偷猎子项目为例,介绍了社区联合参与式保护项目产生的背景、理念和思路、做法与成效,以及创新性地引入非传统保护力量参与社区资源管理的集体林管护模式．项目试图通过结合市场经济需求,吸纳企业和商家参与,彻底解决社区共管项目自身的持续性问题,促进实现保护与发展“双赢”目标．

Protecting natural resources and developing community economy is not only the major contradiction but also the main problem of bio-diversity conservation in the world. The United Protection Project is a beneficial attempt to promote the creation of the local economy and ecology conservation. The local economy and realize the full objective of Changqing Reserve is studied. In Changqing Panda Focal Project, an example to introduce the community participation protection project. The background theory case method of work and result are explained. A win-win solution to both conservation and economic development in Changqing Reserve and the surrounding communities, integrating the market system with the support of businesses and merchants are presented.
