The reform of SOEs is an all-round and three-dimensional one, and now it＇s at the stage of storming fortifications. Taking Chongqing, the sole municipality directly under the Central Government, for example, it reforms its system of SOEs＇ investment and financing to reorganize these SOEs, supports the development of investment oriented enterprises, enhances the core competitive power of industrial and commercial SOEs and strengthens their controlling power and force, to push forward the sustaining, fast, coordinated and healthy development of national economy.
