Building a Harmonious Society-A New Subject Faced by the Development of Mining-based Cities

矿业城市目前大都面临着矿竭城衰和产业转型问题。构建和谐社会是矿业城市社会、经济发展的重要保障,由于大多数矿业城市都存在着经济结构单一、城市建设滞后、再就业矛盾突出、生态破坏和环境污染等问题。因此,构建可持续发展的和谐矿业城市应建立社会预警与利益平衡机制,做好转变经济增长方式、调整优化产业结构、治理和改善生态环境、完善社会保障制度、加强职业培训、发展循环经济等项工作。

The majority of mining-based cities are facing the problems,such as one sided economic structure,backward urban construction,prominent contradiction of reemployment,ecological damage and environmental pollution and transformation of industrial structure.The paper focuses on the methods for establishing sustainable development and harmonious mining-based cities,these include: establishing the mechanism of social precaution and interest balance,transforming the pattern for economic growth and re-adjusting and optimizing the industrial structure,improving natural environment,perfecting social security system,strengthening job training and developing circular economy.
