广东省独立设置成人高校成人与继续教育现状调研报告

调查表明:近年广东高等教育发展迅猛,独立设置成人高校却遇到发展的瓶颈。外部管理体制不畅,办学发展受到阻滞;长期投入不足,办学基本设施建设相对滞后;宏观管理力度不够,教育质量呈下滑趋势,等等,是独立设置成人高校当前和今后发展面临的主要困难和问题。针对这些问题,应该采取“充分认识成人高等教育的地位与作用;深化管理体制改革,实现成人高等教育资源的优化配置;加强宏观管理,建立规范的成人高等教育运行机制;加大政府扶持力度,提升独立设置成人高校改制后的办学实力”等发展思路与对策。

The higher education in Guangdong is developing more quickly these years. But the independent setting colleges for adults are falling across the bottleneck, the main difficulties and problems they are facing currently as well as those they will face henceforth= the development of the school is falling under the block as the exterior system is not running smoothly; the construction of the basic establishment is lagged behind comparatively as the shortage of the outlay exists for a long time; the quality of the education is slipping down as the power of the supervision is inadequate. We have put forward corresponding thought and the countermeasure of their developing on the base of the affirmation of their accomplishment through sufficient investigation, that is, to understand the status and action of the higher education for adults sufficiently; to deepen the innovation of the supervision system and realize the optimize station of the higher education resources for adults; to strengthen the macro supervision and establish normative function mechanism of the higher education for adults and to increase the support of the government and promote the strength of the school after the transformation of the independent setting colleges for adults.
