摘要
农业社会和工业社会的传统发展观是以物为本,现代社会的科学发展观是以人为本。由以物为本到以人为本的纵向发展转变,是人类社会的发展理念由传统社会到现代社会的巨大历史变迁。但在以人为本的社会发展框架下,又客观必然地存在着以少数人为本和以多数人为本的两条发展路径。由于人由官和民构成,而民又有市民和农民之分,以人为本的科学发展观的确切内涵,既不是以极少数官员为本,也不是以市民为本或农民为本,而是涵盖绝大多数人国民(国民=市民+农民)的以民为本。
The traditional development theory of agricultural and industrial society took matter as its base.Scientific development theory of modern society takes human as its base,which is a great historical change of humane development idea.Under the condition of scientific development,there are two such ways as minority and majority.The people is composed of officer and demos,which is composed of citizen and peasantry.The correct meaning of scientific development theory is taking majority as its base.The majority consists of citizen and peasantry.
