农村免税后乡镇政府职能转变的现状、问题与建议

On Situation,Problem and Suggestion of Townships and Towns in Transforming Their Functions after Tax-free in the Countryside

农村免税后乡镇政府都在探索自身的职能转变,其现状基本处于以省市县为单位的外来推动,自身主动转变的能动性不够,存在着诸多困难与问题。应采取裁减机构、提高干部素质、改变工作作风、适时调整农村责任田等措施,为乡镇政府的职能转变创造良好的环境和条件。

The governments of townships and towns are all exploring their own transformation of the functions after tax -free in the countryside, but their changes came from the provinces, cities and counties, and their own role of changing is not enough, so difficulties and problems exist. This article proposes some suggestions on creating a good environment and good conditions for these transformations, such as cutting down organizations, improving the cadre＇ s quality of the townships and towns, changing the style of work in the leading department, adjusting rural responsibility farmland.
