温州高新技术产业发展的基本条件及其战略重点

The Fundamental Condition and Strategic Priority of Wenzhou New and High-tech Industry Development

造成今日温州产业窘迫现状的原因在于两个方面:一是缺乏技术支撑的传统产业面临升级困境;二是代表现代产业发展方向的高新技术产业迟迟未见发展。而后者显然是问题的根本。温州培育高新技术产业的基础相对较差,但也有其独特的优势。温州发展高新技术产业可以借鉴台湾的发展经验,充分利用技术后进地区“后发优势”,以政府主导的方式推动高新技术产业的发展。政府尤其要重视在产业规划、人才储备、技术研发、金融支持等诸多制度层面作出有力创新。

There are two reasons for the bad situation of Wenzhou＇s industry ： first, the traditional industry, which lacks the support of technology, is confronting the problem of upgrading. Second, the new and high-tech industry, which represents the developing trend of modern industry, still lags behind. Of the two reasons, the latter is obviously the crucial one. Although in Wenzhou, the basis for developing new and high-tech industry is comparatively poor, it has its own advantages. To develop the new and high-tech industry, Wenzhou can draw lessons from Taiwan＇s experience, fully utilizing the ＂latecomer＇s advantage＂ of the technically backward area to promote the new and high-tech industry under the guidance of the government. What＇s more, the government should pay special attention to making innovation in industry plan, talent storage, R＆D, financial support and so on.
