论教师聘任制优势发挥的条件

摘要 教师职务聘任制度在实行近20年的过程中出现了一些问题,包括偏离了预设的方向和目标,流于形式,缺乏实质内容;评价体系不健全,追求短期效益;聘任制管理中忽视学科特点,配套政策与制度不完善。这些问题影响着聘任制优势的发挥。为了更好地发挥聘任制的优点需要提供几方面的条件:制订具体而又切实可行的任职标准;确保聘任标准执行的延续性与稳定性;要体现与维护聘任标准的权威性;健全考核评价体系,过程管理与目标管理相结合。 The system of appointment of teacher appear the following problems during the process of im- plementing for nearly 20 years: it has deviated from the direction and goal preserved , and become a mere formality: lack of the essence content; imperfect evaluating system; pursuing the short -term benefit; The system of appointment ignores the discipline characteristic while managing, supporting policies and systems are not perfect. These problems limit the system' s advantages. In order to exert the advantages, we need to offer several respect requirements: better: make the concrete and feasible standard of holding a post; guarantee to engage continuity and stability that the standard carries out; keep the authoritativeness of the standard ;make the evaluating system better; keep the course of management combined with management by objectives.
