建立我国功能安全技术标准的政策措施研究

Study on Creating the Policy Instrument for Functional Safety Technology Standard to Safeguard National Economic Security

功能安全是通过合适的技术与管理措施,把安全相关系统的整体风险控制在要求的目标之内。为了保障我国经济安全,应该按照风险管理模式建立我国安全生产的组织管理与技术保障体系。为此,课题组建议,在我国,实施功能安全标准战略是当务之急。国家应从组织管理、技术体系两大支柱,法律法规、政策策略、标准体系、中介服务体系、产业与创新、国际合作等六个支撑要素共八个方面,分步建立我国功能安全保障体系。

Through the appropriate technology and management measure function safety can control the safety systems integrity risk in a request goal. In order to safeguard our country＇s economic safety,a management organization and technical system should be established. Topic group suggests that we are urgent to implement the functional safety standard strategy in China. China should be focuses on management, the technology system, the legal laws and regulations, the policy strategy, the standard system, the intermediary service system, the industry and innovation, the international cooperation, etc. So we can establish the national function safety control system step by step.
