新中国建立以来,中国共产党历代领导集体对执政安全问题作了卓有成效的探索,其成功的经验和挫折教训都是我们党宝贵的精神财富。正确处理经济建设和政权建设的关系、经济发展和社会发展的关系、党的建设和国家建设的关系事关党的执政安全。科学发展观和构建社会主义和谐社会重大战略思想的提出,具有价值层面和制度层面的双重含义;先进性建设和执政能力建设使党建理论与战略实现了价值取向和现实取向的统一,这将有助于中国共产党不断提高执政水平,巩固执政基础,改善执政环境,扩大执政资源,确保执政安全。

Since the founding of new China, all the leading groups of CPC have made their contribution to the exploration of its power security, whose experience and lessons are the intangible and precious wealth of CPC. A correct dealing with the relationship between economic construction and political construction, between economic development and social development, between the building of the Party and the building of the country is closely related to its power security. The scientific concept of development and the building of a harmonious society as a guiding strategy have the duel significance related to the values and the system. The enhancement of the Party advanced quality and executive ability has integrated the value orientation with the practical orientation in terms of the theory and strategy of the Party＇s building. All this will help improve the Party＇s executive ability and environment, consolidate the power foundation, variegate the power resources and ensure the power security.
