西部中小企业集群发展的风险规避研究

On the Risks of Developing Medium-sized and Small Enterprise Groups in West China and Possible Solutions

为提升西部县域经济中小企业竞争力,促进当地经济发展,地方政府通过构建工业园区等手段促进中小企业集群的形成,中小企业集群成为促进县域经济发展的重要载体。但是,以政府主导的人为构建的中小企业集群在市场经济中面临诸多风险:产业风险、招商风险、环境污染风险、就业风险、集而不聚风险等。在具体分析其风险基础上有针对性地提出规避风险的具体建议。

In order to develop the county economy and improve its competitiveness, the local governments in west China encourage the establishment of medium - sized ＂and small enterprise groups by establishing the industrial zone. Though such groups which are, formed by the local government staff may help develop the county economy, they will also face many risks like the difficult choice of industry, little outside investment, pollution, unemployment and conflicts. The paper discusses these risks and provides possible solutions.
