全国社区卫生服务现状调查——2000～2002年全国城市社区卫生服务中心财务收入状况分析

Analysis of the Income of Urban Community Health Service Centers in China from 2000 to 2002

目的了解全国城市社区卫生服务中心在2000～2002年财务收入状况。方法调查对象为11个省、自治区及直辖市的2000年及以前建立的社区卫生服务中心。调查方法采用标准化调查表，由各调查对象自填。结果2000年及以前建立的社区卫生服务中心共77个，2000～2002年每中心的年均总收入分别为1005．16万元、1006．09万元和1032．78万元，年均递增速度为1．36％；每中心的年均财政补助与上级补助收入分别为83．61万元、86．06万元和95．69万元，年均递增速度为6．98％；每中心年均业务收入899．85万元、905．26万元和919．45万元，年均递增速度为1．08％；每中心年均其他收入42．42万元、35．68万元和39．78万元。结论2000年及以前建立的社区卫生服务中心在2000～2002年的财务收入呈递增趋势，从财务状况来看，处于稳步发展状态，但其持续健康发展仍需政府的大力支持。

Objective To understand the financial income of urban community health service centers （CHSC） of China in 2000～2002. Methods The respondents belonged to CHSC which set up in 2000 or before in 11 provinces and autonomous region and municipality directly under the Central Government. The investigative method applied was the standard questionnaire, filled out by every respondent. Results The effectual questionnaires were filled by the respondents from 77 CHSC, which set up in 2000 or before. In 2000～2002, the average annual gross incomes of every center were 10 051 600 Yuan, 10 060 900 Yuan and 10 327 800 Yuan respectively, and the average yearly speed of progressive increase was 1.36%; the incomes of average financial subsidies and subsidized incomes from the higher authorities of every center were 836 100 Yuan, 860 600 Yuan and 956 900 Yuan respectively, and the average yearly speed of progressive increase was 6.98%; the average annual busi- ness income of every center were 8 998 500 Yuan, 9 052 600 Yuan and 9 194 500 Yuan respectively, and the average yearly speed of progressive increase was 1.08%; the average annual other gains of every center were 424 200 Yuan, 356 800 Yuan and 397 800 Yuan respectively. Conclusion The financial income in 2000～2002 of CHSC set up in 2000 and before shows a tendency to increase progressively, and in steady state of development viewing from financial situation, but its continuous and sound development still needs the government＇s support.
