流动人口聚集区域卫生人力资源配置现状分析

An Analysis on Health Manpower Allocation in Regions with Dense Floating Population

目的分析流动人口密集区域卫生人力资源配置的现状,为制定有关地区卫生人力资源发展规划和区域卫生规划提供依据。方法采用现状分析的方法,对2004年底深圳市宝安区卫生人力资源的配置情况进行描述性分析。结果2004年底深圳市宝安区卫生人员数量为7156人,聘用人员占卫生人员总数的51.83%;总体职称水平和学历不高;卫生人力资源按服务人口分布的Gini系数是0.38,按区域面积分布的Gini系数是0.45。结论卫生人力资源总量不足,需要加大投入;促进卫生人员队伍稳定性;提高卫生人力资源的整体素质,提高公共卫生人力资源的比例;发展社区卫生服务,注意资源配置的公平性。

OBJECTIVE To analyse the allocation of health manpowe in regions with dense floating population, in order to provide directions for the developmental planning of health manpower in relevant regions： METHOD A current analysis is employed to present a descriptive assessment of the allocation of health manpower in Bao＇an district at the end of 2004. RESULTS The number of health staff is 7 156 in Bao＇an district, in which the ratio of temporarily employee is 51.83%. In general their title of technical post and the educational backgrounds are not satisfactory.The Gini coefficient was 0.38 by population and 0.45 by local acreage. CONCLUSION There is an overall shortage of health manpower, which calls for a bigger investment; the stability and the integral quality of the health staff should be promoted; the ratio of the public health manpower is to be raised; further development of community health services and enhance the equity of allocation.
