本文从分析反垄断中反行政垄断入手,剖析了石油产业的垄断现实,论述了反“油垄断”的必要性。用事实及案例说明了石油系统垄断的危害和弊端,提出要打破石油寡头垄断格局不仅需要开放竞争,完善市场体制,还需要出台有效的反垄断法以遏制垄断势力的进一步扩张,进而从体制上根本解决我国石油系统现存的问题。

Showed with the fact and the ease the petroleam system monopoly harm and the malpractice, proposed disintegrates the petroleum monopoly system the monopoly to be shoulder heavy responsibilities, and further proposed that break the petroleum oligopoly pattern not only to need to open the competition, perfect market system, but also needs international to appear the effective antimonopoly law containment monopoly influence the further expansion, and from the system the basic solution for the extant questions of the petroleum system.
