摘要
民国时期自然灾害频繁,给广大民众带来了巨大灾难,有许多自然灾害都是由人祸造成的。贪污腐败是使灾难程度加重的原因之一。南京国民政府时期救荒中普遍存在着这些现象:贪污急赈物资及赈款,致使灾民得不到及时救济;侵吞、挪用工赈款项,致使防灾工程无法起到防灾作用;谎报或隐瞒灾情,致使救灾时间延误,灾荒程度加重。腐败不仅严重地损害人民的利益,也会危及到政权的稳定。
Disasters occurred frequently in the Republic of China （1911-1949）and caused enormous losses to people, In fact, the cause of many disasters was mankind. Corruption and Degeneration was an important reason for deepening disasters. This phenormenon existed in the government generally. Officials corrupted relief matter and funds which led to victims of natural disaster no relief in time. They embezzled and diverted the earmark funds to some other purpose. So many defence projects were useless. They lied about or held back the condition of the disasters, and missed an opportunity to relieve people because of delaying.
