Assumption of Establishing Research and Investigation Organization to Deal with Difficult Criminal Cases

各类疑难刑事案件的产生与积压是一种客观存在,快速准确查处各类疑难刑事案件是一种客观要求。从理论上推测,设立一种兼具研究和侦查双重职能的专业机构专门应对各类疑难刑事案件,是可行的、必要的和有效的。应从疑难刑事案件研侦机构的定位、组成与运作等方面考虑,成立疑难刑事案件研侦机构。

It is unavoidable to have different kinds of difficult criminal cases unsolved and it is also an objective requirement to crack all kinds of criminal cases. From the theoretical assumption, to establish a research and investigation organization is feasible, necessary and effective to deal with different kinds of criminal cases. This paper offers some suggestions on the establishment of such kind of organization by discussing from the aspects of its orientation, composition and operation.
