摘要
免费是义务教育的特点和内涵,是义务教育公平的基础,是政府的责任所在,实施免费是我国义务教育制度变迁过程中具有里程碑意义的事件。为此,有效地更新义务教育的理念和制度,并切实地加以执行,是免费义务教育得以顺利推进和最终实现的关键。
Free is the characteristic and connotation of compulsory education, is the foundation of the compulsory education equality, and also is the government＇ s responsibility. Implementing free is the important milestone in our country＇ s system change of compulsory education. Therefore, effectively renewing the idea and system of compulsory education and the practical performance is the key which the free compulsory education can smoothly advance and finally realize.
