三峡移民妇女的权益保护与公共政策回应

The Special Rights Protection of Female Three Gorges Area Emigrants and Public Policy Responsiveness

妇女是三峡移民中特殊的弱势群体,三峡移民妇女的特殊权益就是人权,而不是特权。通过实地调查发现,移民妇女的特殊权益不仅需要政府保护性政策的支持,而且需要社会的普遍关注,因为她们合法的权益和既得利益在移民搬迁过程中有不同程度的损失。政府和社会应当充分考虑移民妇女在三峡库区后期稳定和发展中的作用,对于移民妇女的权益问题做出积极的公共政策回应,切实保护妇女的特殊权益,推动三峡库区经济和社会的全面、协调的发展。

Women belong to special disadvantaged group among Three Gorges Area emigrants. Their special fights are human rights, but not privileges. Based on field investigation, we found that the special rights of female emigrants not only need particular support of public policy, but also need universal attention of society, because they have lost some legal rights and inherent profits in the course of migration. Therefore, the government and society should consider female emigrants＇ functions on later stabilization and development of Three Gorges regions, make positive public policy responsiveness to protect their special rights actually, and promote the development of Three Gorges＇ economy and the full-round and harmonious development of society.
