摘要
随着经济的高速发展,我国道路交通安全形势也日益严峻。以事故黑点改造为代表的传统“被动交通安全改善”方法虽然能有效解决道路安全中的一些问题,但也存在着明显的缺陷。本文在国内首先提出了“主动道路交通安全规划”这一概念,建立了主动道路交通安全规划框架体系,并构筑了主动交通安全规划的目标函数。其次,从城市总体规划、土地利用规划、综合交通规划和道路网规划四个方面提出了主动交通安全规划的要素和规划原则。最后,本文就主动道路交通安全规划今后的研究重点进行了讨论。
As the development of economy, road traffic safety has been a serious problem in China. Although methods of reactive traffic safety improving such as black-spot transformation can reduce accidents effectively, there is still an obvious deficiency. To solve the problem, proactive Safety Conscious Planning (SCP) is introduced by constructing the framework of SCP and its target function. Secondly, factors and principles of SCP during the stage of city planning, land use planning, traffic planning and road network planning are brought out. Finally, obstacles and corresponding research work to be done about SCP were discussed.
