本文重点探讨我国现阶段数字图书馆建设过程中的战略创新问题。试图通过对数字图书馆建设发展过程的功效、风险分析、基本原则以及实施策略的探讨，解决图书馆为应对时代挑战，有效地提升自身决策能力、组织能力和管理能力等问题，进而强化图书馆在时代变革中的应变能力和竞争能力。

This thesis discusses the new topic of strategy creation during Chinese digital library development （construction）. Through the analysis in aspects of digital library construction＇ s function, risks, basic principles and practical strategy, answer the questions how libraries face the challenge of the times, effetely improve its own decision- making ability, organizing ability and administration ability. Therefore, library can improve its adaptation and competition abilities during the innovation of the times.
