山西环境污染严重，自然条件差。为实现可持续发展目标，控制环境质量日趋恶化的局面，到２０００年将投入５５．７５亿元资金，安排２１０个治理项目，力争环境质量恶化的趋势得到控制，局部地区环境质量要有所改善。主要城市ＴＳＰ达到三级标准和二级标准，８条主要河流水质污染减缓，重污染河段水质达到Ⅳ类或Ⅴ类质量标准和农灌标准。
