山西是一个资源大省，传统的粗放型经济增长模式给这个环境承载力本来就有限的区域造成了严重的环境污染和生态破坏。应该抓住经济增长模式变粗放型为集约型的大好机遇，采用先进工艺，推行清洁生产并施以强化管理，实现废物最少化。同时发挥政府宏观调控职能，调整部分区域的工业结构和布局，再辅以工程治理等多种手段，在生产持续发展的过程中逐步解决环境问题。

Shanxi is rich in natural resources. The model of traditional rough and loose type economic growth bring serious environmental pollution and ecological damage to the province.As the model of rough and loose economic growth turns into concentrated and controlled one, we should take the opportunity to adopt advanced technology and carry out clean production in order to strengthen administration and minimize waste discharge. Meanwhile, we should strengthen the governmental macroscopic adjustment and control function, modify regional industrial structure and allocation, make engineering management assistant subsidiary and solve environmental problems in the sustainable production process.
