摘要
政事分类制度是现代公务员制度的基本特征。我国公务员法律规定与实践操作不相符,存在矛盾,迫切需要对政事分类加强理论研究指导实践。我国有必要通过实行政事分类制度来克服现行公务员分类弊端,加强公务员管理的针对性,实现政务官管理的政治化、民主化和事务官管理的专业化。
The separation of the political officials and the administration officials is the basic principle in modern civil servant system. We should detach the political and administration officials to overcome the actual malpractice, strengthen the management pertinence, realize the democratization of political officials and the specialization of administration officials.
