依法执政的宪政含义是:执政党依照宪法和法律执掌国家政权,执政党在国家体制内而不是在体制外执政,通过其组织和成员进入国家政权的各级机关、各个部门的具体方式来运作国家制度,领导国家生活。必须理顺执政党与人大机关的宪政关系,准确把握执政党与行政机关的宪政关系,完善执政党与司法机关的宪政关系。

The complication of constitutional government about operating the regime ccouding to laws is that the party in power executes the regime according to the constitution and laws. The party in power operates under the state form and not out of it. It is necessary to trim the relation of constitutional government between the party in power and the organs of National People＇s Congress, to grasp the relaton of constitutinal government between the party in power and administrative organs and to perfect the relation of constitutonal government between the party in power and judicial organs.
