It is a important historical opportunity for Liaoning to go to the stage of the world economy through take part in the economic cooperation in the Northeastern regions of Asia. Liaoning must make the choices of tactics which is directed against the present situation and characteristics of the economic development in the Northeastern regions of Asia：from the passive participation to the initiative;from the unitateral action to the muhihteral;from the unitary domain to the all. For this reason Liaoning should speed up to build its internationalization.
