我国石油储备战略的探讨

Views on building of strategic oil reserve.

简要叙述了世界主要国家的石油战略储备状况和特点,并就我国的石油战略储备问题提出了建议。建议指出我国的石油战略储备应首先制定相关的法律法规;在储备体制上要以国家储备为主,企业储备为辅;储备规模适当,储备方式、地点要多元化;进一步加强对石油输出国的外交努力,形成对我国有利的国际关系格局;加强我国石油经济科研队伍建设,提高石油价格变动趋势的预测水平。

Strategic oil stock of some key countries and characteristics are described briefly. Suggestion on building of domestic strategic oil reserve ispresented. Law framework is considered as the priority. The system should be based on national stock and complemented by companies stock. Reasonable size of volume, diversified type and location, further dialogue with oil exporters, building of team and improved ability of forecasting oil price flotation are also recommended.
