我国现存的地方保护主义是计划经济体制向社会主义市场经济体制转轨的产物,20世纪80年代初我国实行的行政性分权是其产生的直接原因,政府官员间的政治晋升博弈则加剧了地方保护主义的影响,此外,法制不健全和国企改革不到位也是重要原因。地方保护主义将对中部崛起战略产生重大的消极影响,为了达到崛起的目标,中部六省必须克服地方保护主义,团结合作,在共同目标下一致行动。

This article analyses the cause of local protectionism, points out that the administrative decentralization is the direct reason, and the political promotion game of the government officials make it to be worse. In addition, the unsound legal system and the imperfect reform of the state-ownerdenterprisesis also important to this. The latter part of the article analyses the influence of the local protection to the middle part growing up strategy.
