政府、企业和公众是发展循环经济的三个制度主体。三者在循环经济发展过程中分别扮演了不同的角色。政府是循环经济发展的支持者、引导者;企业在循环经济中扮演不参与、不配合甚至是反对者的角色;公众中的消费者在循环经济中扮演观望者或不配合者的角色。分析影响循环经济制度主体角色转换的根本因素,是实现后两者行为角色转变的前提。只有政府、企业、公众三位一体,即都是循环经济的支持者,循环经济发展之路才能顺畅,可持续发展的目标才能顺利实现。
