住房保障实施路径选择

Strategy Selection of Housing Security

中低收入阶层作为住房消费市场中的弱势群体,在住房消费市场被边缘化了,解决中低收入阶层的住房问题是政府义不容辞的责任。伴随着住房制度改革,我国政府在借鉴发达国家住房保障政策的基础上,结合我国具体现状,制定了相应的住房保障政策,但是保障政策的实施缺乏可行的实施路径。论文就住房保障政策的实施提出可操作性的建议,以便住房保障政策实施能够达到垂直公平的目的。

As the disadvantage population, the Mid-Low social stratum is excluded outside the housing commercial market. The housing unfairness is becoming an important problem. The government has obligation to resolve their housing problem. Although the government has the housing security policy, the process of housing policy has many problems. The article studies the strategies of housing security and puts forward some feasible suggestions to assure the fairness of housing security policy.
