摘要
我国保险个人代理人队伍存在诚信缺失、社会认同度低、专业水平参差不齐、流失率高等现象,其原因是监管漏洞、粗放营销策略和佣金制度诱导等。保险个人代理人的管理机制应在大突破后细健全,首先是监管机构应出台单独的《保险个人代理人管理规定》,并建立“分公司制保险个人代理人”和“个人企业制保险个人代理人”并存的具有中国特色的保险个人代理人制度;其次是保险代理人行业协会制度亟待健全和创新,应完善资格考试制度、健全信用制度、实施教育培训制度、开创保险个人代理人等级评估制度、创建荣誉奖励制度等;再次是保险公司应建立科学的激励制度,扶持保险个人代理人队伍的发展;最后还应发挥社会监督机制的作用。
The insurance individual agent force is plagued by problems such as lack of credibility, low social recognition, uneven professional levels and high turnover rate. These phenomena are mostly due to existence of regulatory loopholes, extensive distribution strategy and inducement of the commission system and so on. The insurance individual agent system should be perfected after a breakthrough is achieved. First of all, insurance regulator should promulgate a separate "Management Provisions on Insurance Individual Agents", and establish a China-Style insurance individual agents system with coexistence of "branch company type of individual agents" and "private enterprise type of individual agents". Secondly, the insurance individual agent association system is to be perfected and renovated. The qualification examination system, credibility system and education and training system should be improved and an individual agent ranking appraisal system and an award system should be initiated. Thirdly, insurance companies should set up a scientific incentive system to support development of the individual agent force. Finally, the social supervision mechanism should be employed.
