Get Ready for Upsurge in Hydropower Development——Address in 2006 Hydropower New Year Meeting

从国际社会统一对水电的认识,明确积极有序开发水电的基本方针,公布水能资源复查成果,水电装机规模过亿,三峡电站提前投产,一批大型水电站相继开工,金沙江中游水电开发公司成立、瀑布沟电站复工,加强环保工作调控力度,水电大军整体水平不断提高等十个方面,说明水电的春天正在到来。为迎接春天、留住春天,尚需进一步加大水电开发力度,搞好电网配套建设,处理好环境保护与移民利益及地方需求的关系,加强国家宏观调控,做到水电有序开发。

In this address the speaker sets forth the argument that an upsurge in China＇ s hydropower development is just around the corner by providing proof in following aspects： 1） the international community has reached consensus on the importance of hydropower development; 2） The government has set the guideline for hydropower development as ＂active and orderly development＂; 3） announced results of countercheck on water resources; 4）Installed capacity of hydropower has exceeded 100GW; 5） The Three Gorges power station was put into operation ahead of schedule; 6） Construction of one large-scale power station after another has started; 7） Jinsha River Middle Reach Hydropower Development Corporation has been established; 8） Construction of Pubugou Power Plant has resumed; 9） Regulation in environmental protection has been strengthened; 10） Overall quality of workforce in hydropower industry is increasing increasingly. In order to get ready for an upsurge in hydropower development further efforts should be made in grid construction, proper handling relationship among environmental protection, interests of relocated residents and demand of the region where hydropower projects are located, as well as state macro-control so as to ensure the orderly development of hydropower.
