摘要
采用定性和定量相结合的方法,调查、分析影响黑龙江省突发公共卫生事件应急医疗救治能力的各种因素,主要有:人才培训、政策支持环境、设备设施建设和信息系统。分析这些因素产生的原因,为医疗救治体系的下一步建设提供政策建议和理论支持。
