摘要
新型农村合作医疗制度凸显了我国社会政策从以城市为重逐步转向农村的历史性转变,具有重大的历史和现实意义。但这种利国利民的新型农村合作医疗制度在运行中还是遇到了很多困难。认真分析这些困难产生的原因,找出解决办法,是进一步完善和推广新型农村合作医疗制度的迫切需要,也是十一五规划的重要任务。文章分析了推广新型农村合作医疗的阻力,并提出了完善新型农村合作医疗的路径选择。
New Rural Cooperative Medical System (CMS)fully demonstrated the historical transformation that the emphasis of social policy in China will gradually shift to rural areas. But there are many difficulties in implementing such a national beneficial CMS and making it work smoothly. To analyze reasons of such problems and find out solutions is an urgent demand and it is also an important task of China's 11th five years plan. The paper analyzed the obstacles in popularizing CMS and brought forward possible pathway for further perfecting new CMS.
