简要回顾了功能设计理论在结构工程中的发展历程,以及基于功能的设计理论提出的背景,发展情况及研究内容。阐述了将功能设计理论引入到水电工程中的必要性,指出了水电工程中应用功能设计方法应首先解决的几个问题,探讨了可能的解决方法。

The research progress of performance-based seismic is briefly introduced in the paper, including the background, design （PBSD） theory in structure engineering field research contents and development situation of the PBSD theory. But unfortunately in the hydropowcr engineering field, PBSD theory is not used. So it is necessary to introduce this theory into the hydropower engineering field. Some reasons are given in the paper. Some important questions pointed in the paper such as earthquake level and structure function level etc. should be settled firstly. In the end the possible methods to resolve these questions are also discussed.
