A Wrong Model of the Externality of Economics

The author of [2] gives a rather special model about of externality of economics, from which some strange conclusions are derived. In fact, the wrong conclusions originate from the two explanations for curve MCR in his model. First, the curve stands for the marginal cost which is spent for reducing pollution; Second, it is also explained as marginal social reap curve which is brought by reducing pollution, which makes people get reap. These logical mistakes confuse the cost and reap, and make the whole model and its conclusions be incorrect.
